Jayalalithaa’s bail plea hearing adjourned again to 7 October

Chennai : Former Tamil Nadu chief minister and All India Anna Dravida Munnetra Kazhagam (AIADMK) chief J. Jayalalithaa will continue to stay in jail as the special vacation bench of the Karnataka high court has adjourned her bail plea hearing to 7 October.

She had also appealed against the Bangalore special court’s conviction order of four-year imprisonment and a penalty of Rs.100 crore in the disproportionate assets case.


A special vacation bench headed by Justice Rathnakala said that the case required a representation on prosecution side and matter could wait for the appointment of a public prosecutor. Therefore, bail pleas of Jayalalithaa, close aide Sasikala , V.N Sudhakaran and Illavarasi will be heard by a regular bench on 7 October.

On Tuesday, AIADMK advocates filed a petition before the Karnataka high court to constitute a special bench to hear Jayalalithaa’s bail plea on Wednesday after the vacation bench adjourned it to 6 October. Since the high court is on an extended vacation, the vacation bench had taken up the case for hearing.


Unless the conviction is overturned by a higher court, Jayalalithaa runs the risk of being barred from contesting elections for 10 years—four years while she is in jail and six years after release. Last year, the Supreme Court in its judgement said an MLA or member of parliament (MP) is automatically disqualified if he or she is convicted and imprisoned for two years or more. Before this judgement, Section 8 (4) of the Representation of People Act, which was struck down by the apex court, protected an elected representative from disqualification if they appealed before a higher court within three months.


With the sentence, Jayalalithaa becomes the first serving chief minister to lose her post and go to jail.


Special judge John Michael D’Cunha had convicted the 66-year-old AIADMK chief in a case of owning assets to the tune Rs.66.65 crore, disproportionate to her known sources of income during 1991-96 when she was chief minister for the first time.



Mob tries to burn Bihar minister alive - Times of India

SASARAM: An abortive attempt was made to burn alive a Bihar cabinet minister in the presence of district officials, including the DM and SP of Rohtas, at Sasaram, 150km from Patna, on late Monday evening.

The incident occurred at the famous Tarachandi temple where a cultural programme was organized by the administration as part of Navaratra celebrations. Art and culture minister Vinay Bihari, also a folk singer, inaugurated the programme at which he sang religious songs. A couple of other famous folk singers were also scheduled to perform at the function.


But the poor sound and sitting arrangements annoyed the gathering, and some of them started hurling chairs towards the dais. As a chair fell on SP Chandan Kumar Kushwaha, the police started caning people. This further infuriated the mob which started pelting the police and dais with bricks and stones. Sensing the angry mood of the mob, the minister and officials had to scurry for cover.


"Had I not hidden myself under the dais for over two hours, I would have been roasted alive," the minister, whose official vehicle was torched by the mob, told newsmen on Tuesday morning. Wearing a bandage on head and chin and visibly shaken even 12 hours after the incident, he said he overheard a few persons carrying petrol cans and looking for him. "I applied my mind and preferred braving stones to being burned by coming out of hiding and running away towards the road," he said and recalled he later watched with horror the dais going up in flames.

While the minister demanded a high level inquiry and held the local administration responsible for the incident, SP Kushwaha said the police have lodged an FIR against 500 unidentified people and arrested six accused. A bottle of petrol was also recovered from the possession of one of them.




Ill-fated car: The official vehicle of Bihar art, culture and youth affairs minister Vinay Bihari was set afire by an irate mob in Sasaram on Tuesday.


DM R K Jha said the administration could not make adequate arrangements for the minister's security due to delayed information about his visit. But the minister said the administration was intimated about his visit a month back.

While the minister's car was torched, at least 12 other vehicles were damaged. At least a hundred people were injured or bruised. The minister alleged a conspiracy behind the episode. "Why was only my vehicle torched? Many official vehicles were parked nearby," he said.

Jayalalithaa to remain in jail, court defers bail hearing till Oct 7 - Hindustan Times


Providing no relief to jailed Tamil Nadu chief minister J Jayalalithaa , the Karnataka high court on Wednesday deferred the hearing on her bail petition to October 7.



The vacation bench of the high court said Wednesday that her bail plea along with the revision petitions challenging her convictions in the disproportionate assets case will be heard by a regular bench next Tuesday.


"In my considered opinion, this is a matter to be heard by the regular bench," the judge said.


Just a day earlier, the HC had agreed to hear her appeal on a priority basis after her lawyers approached the high court registrar and the chief justice against the judge's order deferring the case.


Jaya's lawyers submitted that the matter should be treated as an exception as the continued incarceration of Jayalalithaa was causing law and order problems in Tamil Nadu.They also argued that the AIADMK leader's health was unstable.


Jaya refuses to meet Panneerselvam


Former Tamil Nadu CM Jayalalithaa on Wednesday refused to meet O Panneerselvam, the man she has entrusted with the job of holding the CM's chair until she gets the relief she's hoping for from the court.


Panneerselvam was camping in the city since Monday evening for a chance to meet his jailed leader and seek her blessings. He landed in the city shortly after he was administered the oath of office by the Tamil Nadu governor.


He returned disappointed after jail authorities told him that Jayalalithaa had refused to meet him. Jail sources told HT that her cell is far from the visitor's area and she was not in a physical state to walk the distance.



Australian PM Tony Abbott not in favour of burqa in parliament - Economic Times

MELBOURNE: Australian Prime Minister Tony Abbott today said that he wished the burqa "was not worn" in the country while indicating his view on backing a call for a ban on the Muslim veil for women inside parliament.

Abbott said Parliament House had to be treated as a secure building.


"It is perfectly appropriate that in certain circumstances people be required to show their face. There can't be one rule for one form of attire and a different rule for another form of attire," he said.


"It has to be the same rules for everyone and if the rules require you to show your face, well you show your face," he said adding, "This is a secure building and it is important that people be able to be identified, it is important that people be able to be recognised as the people for whom a pass has been issued".


However, Abbott stated that there was no record of the burqa ever being worn into the building.


"Has anyone ever sought entry to this building so attired? As far as I am aware, no," he said.


"And making a big song and dance about a hypothetical situation I am not sure is particularly helpful. But I just want to stress that this is a secure building and it should be governed by the rules that are appropriate for a secure building and obviously people need to be identifiable in a secure building such as this," he said.


"I have said before that I find it a fairly confronting form of attire," he said.


"Frankly, I wish it was not worn. But we are a free country, we are a free society and it is not the business of the government to tell people what they should and shouldn't wear," he said.


The burqa debate was pushed by a politician Jacqui Lambie who had called for a widespread ban even in public places.


The call was backed by coalition backbenchers Cory Bernardi and George Christensen.


Opposition Leader Bill Shorten, who does not support a burqa ban in Parliament House, called on Abbott today to quieten the voices within his party "out there pushing socially divisive arguments".

Washington: Prime Minister Narendra Modi is on his way back home after what he himself described as a "hugely successful journey" visit to the US.


From the rock star at Madison Square Garden to President Barack Obama giving him a warm reception at the White House, Prime Minister Modi's visit was accorded special significance. And to his credit, Modi won over his hosts in style.


"Thank You America," Modi said as he concluded his last official engagement at an event organised by the US-India Business Council (USIBC) on Tuesday.


In a rare gesture, President Obama joined Modi to pay homage at the Martin Luther King Jr Memorial. Both the leaders took a round of the memorial and Obama was seen explaining significance of the site to Modi.


The visit was significant given the success achieved by both sides in bringing the strategic partnership between India and the US back on track.


Key points:



  • In a joint vision statement and a joint op-ed in the Washington Post, Modi and Obama vowed to "chalein saath saath - together we go forward" with a new agenda to realise the full potential of a renewed US-India partnership for the 21st century.

  • Both sides agreed to make "joint and concerted efforts" to dismantle safe havens for terror and criminal networks like LeT, JeM, D-company, al Qaeda and Haqqani network. The two countries will take steps to disrupt financial and tactical support to these terror outfits.

  • A US-India joint statement issued after Tuesday's summit at the White House that lasted nearly two hours listed what some critics called a 'laundry list' of things they can do together in fields ranging from health and education to space exploration. But the real significance of the trip lay in the fact that it put the India-US partnership back on the rails.   • India is not going to join "any coalition" in fight against terrorism in West Asia. A trilateral partnership agreed on Afghanistan, would be developmental in nature and not military cooperation.

  • No breakthrough on the civil nuclear deal, stalled over India's tough liability laws. Modi said, “We are serious about resolution of issues on both sides to enable civilian nuclear energy cooperation to take off. It is important for India's energy security." An inter-agency contact group will be set up to address the issues of liability, administrative and technical issues. From the Indian side, agencies like DAE, MEA and Finance Ministry will be involved.

  • Obama said India meets the standards of the Missile Technology Control Regime (MTCR) and is "now ready" for the membership of the elite Nuclear Suppliers Group (NSG), a 48-member body which controls global nuclear trade.

  • Agreement on extending their defence agreement for another 10 years which is expected to give a big boost to cooperation in this key area between the two countries. Modi invited US companies to participate in defence manufacturing sector in India, which has recently raised the FDI cap from 26 to 49 per cent.

  • Commitment to facilitate the actions necessary to increase bilateral trade five-fold from the current $100 billion. The proposed steps include establishing an Indo-US Investment Initiative an Infrastructure Collaboration Platform. India will welcome two trade missions in 2015 focused on meeting India's infrastructure needs with US technology and services.

  • Obama and Modi had a candid discussion about WTO issues. "India supports trade facilitation but it is my wish that a solution should take care of our food security concerns. I am sure that it is possible to do that early," Modi said. "I am looking forward to building up on relationship and make more progress," he added.

  • US reaffirmed support for India's membership of the expanded UN Security Council and backed it for "voice and vote" in international financial institutions like IMF and World Bank.

  • The US will be the lead partner in developing Allahabad, Ajmer and Vishakapatnam as 'Smart Cities'.

  • The countries will also cooperate in the Mars Mission.

  • The two sides agreed to set up Water and Sanitation Alliance (WASH).


In the first leg of his five-day US trip, Modi spent four days in New York, where he addressed the annual session of the United Nations General Assembly on September 27, and stormed the Indian American community by addressing the diaspora with a packed Madison Square Garden in the Big Apple on September 28.


In New York, Modi held meetings with a host of top American businessmen including breakfast with CEOs of Fortune 500 companies. He was also called upon by top American leaders like Bill and Hillary Clinton, and former New York mayor Michael Bloomberg.


In all he met more than 50 top US lawmakers and three Governors including South Carolina's Nikki Haley.


During his trip, Modi visited the 9/11 Memorial in New York and the Gandhi Statue in Washington DC.


He held a series of meetings with the Indian diaspora, including the dinner that was hosted in his honour wherein he stood for nearly two hours to get photographed with more than 700 Indian-Americans.

'Thank you America': Modi says before leaving for India - The Hindu

AP Prime Minister Narendra Modi waits for the arrival of leaders of the House to make a statement.



Winding up his whirlwind five-day U.S. visit, Prime Minister Narendra Modi “thanked” America for what he said was a highly “successful and satisfactory trip” to the country.


“Thank You America,” Mr. Modi said as he concluded his last official engagement at an event organised by the US Indian Business Council (USIBC) on Tuesday. After that he directly left for the Andrews Air Force Base, from where his Air India One took off for New Delhi.


“My visit has been very successful. From here I am going to airport directly,” Mr. Modi said. On Tuesday Mr. Modi met U.S. President Barack Obama in the Oval Office of the White House, at the end of which the two leaders issued a joint statement that promised to take the India-U.S. relationship to new heights.


Mr. Modi was seen off at the Andrews Air Force Base by the Indian Ambassador to the U.S. S. Jaishankar and the Assistant Secretary of State for South and Central Asia Nisha Desai Biswal. When he arrived at the Air Force Base a day earlier, he was received by the Deputy Secretary of State, William Burns — both being unusual for a working visit like this.


On Monday evening, Mr. Obama hosted Mr. Modi for a official private working dinner and on Tuesday the two met for nearly two hours at the Oval Office, following which the U.S. President and the Prime Minister together went to the Martin Luther King Jr. Memorial.


Mr. Obama, it is understood, decided to join Mr. Modi on this visit which many analysts said reflected the close bonding the two leaders have established among themselves in such a close time. Later in the day, Mr. Modi was hosted for lunch by Vice President Joe Biden and Secretary of State John Kerry at the Foggy Bottom headquarters of the State Department, following which he drove down to the Capitol Hill for a tea hosted in his honour by Joe Boehner, Speaker of the U.S. House of Representatives.


In the first leg of his five-day U.S. trip, Mr. Modi spent four days in New York, where he addressed the annual session of the United Nations General Assembly on September 27, and stormed the Indian American community by addressing the diaspora with a packed Madison Square Garden in the Big Apple on September 28.


In New York, Mr. Modi held meetings with a host of top American businessmen including breakfast with CEOs of Fortune 500 companies, while top American leaders like Bill and Hillary Clinton, and former New York Mayor Michael Bloomberg.


In all he met more than 50 top U.S. lawmakers and three Governors including South Carolina’s Nikki Haley.


During his trip, Mr. Modi visited the 9/11 Memorial in New York and the Gandhi Statue in Washington D.C.


He held a series of meetings with the Indian diaspora, including the dinner that was hosted in his honour wherein he stood for nearly two hours to get photographed with more than 700 Indian-Americans.

Mumbai: Nomura Holdings Inc. is betting Indian 10-year bonds will extend gains, after their best quarter in more than a year, as fund managers say the central bank is on track to tame Asia’s worst inflation.

The yield on the benchmark 10-year sovereign note fell 24 basis points in the three months ended 30 September, the most in five quarters, while that on similar Indonesian debt rose. Reserve Bank of India governor Raghuram Rajan kept the benchmark repurchase rate at 8% for the fourth straight meeting on Tuesday, and said that while price risks are “still to the upside,” they’ve receded since a review in August.

Nomura and IDFC Asset Management Co. say they are confident the RBI will meet its 2016 inflation target of 6%, even as Rajan said unforeseen developments could undermine the goal. A pick-up in monsoon rains and lower crude oil costs have eased price concerns, prompting Goldman Sachs Group Inc. to scrap its forecast for a rate increase this year.

“We remain bullish on government bonds as we expect the RBI to succeed in meeting the 2016 target,” Suyash Choudhary , Mumbai-based head of fixed income at IDFC Asset, which manages 438 billion rupees ($7.1 billion), said in a phone interview on Tuesday. “Even in the absence of a rate cut, we think more confidence with respect to the inflation trajectory will ensure that term premia on the yield curve continue to shrink.”

As 10-year notes rallied last quarter, those maturing in 12 months fell, suggesting investors don’t expect an RBI rate cut soon. The one-year yield rose 27 basis points, or 0.27 percentage point, in the last three months to 8.67%, data compiled by Bloomberg show. That led to a premium for the shorter debt over 10-year bonds of 16 basis points.


Policy outlook


Nomura predicts the 10-year yield will drop to 8.25% by the end of March from 8.51% on Tuesday, while Kotak Mahindra Asset Management Co. forecasts a “near term” range of 8.25% to 8.5%.

Prime Minister Narendra Modi has pledged to cut the budget deficit to a seven-year low, boosting confidence among global investors, who pumped a record $19.6 billion into corporate and sovereign notes this year. Gains in the consumer-price index slowed to 7.8% in August from as much as 11.2% in November, official data show. Inflation is 2% in China, 1.4% in South Korea and 3.99% in Indonesia.

“Lower commodity prices, expected disinflation and prospects of fiscal consolidation are putting downward pressure on rates at the longer end,” Vivek Rajpal , a Singapore-based rates strategist at Nomura, said in an e-mail interview. “Outlook remains very positive on longer-end bonds.”

Price risks


While inflation has eased, economists at Goldman Sachs and Credit Suisse Group AG say price risks still remain elevated and the RBI is more likely to increase borrowing costs than cut them.

“Many things have to go right, from food-price developments to government’s fiscal policies, for inflation to come down to 6 percent by January 2016,” Santitarn Sathirathai , a Credit Suisse economist in Singapore, wrote in a report on Tuesday. “Food price remains a threat.”

Rajan joined counterparts from Russia and Brazil in holding interest rates last month as he seeks to reduce entrenched price pressures to lay the foundation for sustainable growth. India’s economy expanded 5.7% from a year earlier in the April-June quarter, the most in about two years, official data show. Expansion is estimated at 5.5% in the year through March 2015 and 6.3% the following year, the RBI’s Monetary Policy Report said.


Rupee shielded


Delaying rate reductions has allowed Rajan to shield India’s currency against potential increases in U.S. borrowing costs. The rupee’s 0.1% gain this year makes it the second-best performer among 11 Asian exchange rates tracked by Bloomberg. It fell 0.4% to 61.7575 per dollar on Tuesday.


India has used the rupee’s strength to boost foreign-exchange reserves, Rajan said on Tuesday. The stockpile stood at $316 billion on 19 August, up from about $275 billion in August last year when the RBI sold dollars to buoy the rupee from the record low hit after the US Federal Reserve first signalled it would begin paring its record stimulus.


The RBI cut liquidity provided under the export credit refinance facility to 15% of eligible export credit outstanding from 32%, according to Tuesday’s policy statement. It said it will lower the amount of bonds that banks can hold without marking to market in cuts of 50 basis points between January and September 2015 “to further develop the government securities market.”


Bond ceiling


Rajan took further steps to buffer the rupee after the Federal Reserve projected a steeper increase in US borrowing costs next year. The RBI on Tuesday raised the amount of government bonds that banks can hold as High Quality Liquid Assets, which can be used to borrow emergency funds when market conditions call for liquidity additions, and allowed importers to hedge more of their foreign-currency payments.


The 10-year yield will probably drop to 8.2% by 31 March, according to median forecast of 10 traders and fund managers in a 23 September Bloomberg News survey. The highest estimate was 8.5% and the lowest 8%.


“The central bank seems reasonably confident of achieving its inflation targets,” Lakshmi Iyer , head of fixed income at Kotak Mahindra Asset Management in Mumbai, said in a phone interview on Tuesday. “We remain bullish on government bonds.” Bloomberg


Pradeep Sharma's wife owned 30% of Welspun arm: ACB - Times of India

AHMEDABAD: A day after the Enforcement Directorate (ED) attached his properties worth Rs 1 crore, the Anti-Corruption Bureau (ACB) early on Tuesday morning arrested suspended IAS officer Pradeep Sharma in an alleged corruption case. He was picked up at 3am on Tuesday when he returned to his mother's residence in Ahmedabad after attending a garba event. Sharma was then taken to a Bhuj court for remand.

The suspended IAS officer and his brother Kuldeep Sharma, a retired IPS officer, were at loggerheads with the state government led by Narendra Modi till May this year.


ACB officials said a complaint against Sharma was registered at Kutch (West) ACB police station by assistant director of ACB, DS Vyas, on Tuesday. Sharma, his wife Shyamal and Welspun group owner late Gopikishan Goenka have been made accused under sections 11, 13(1)(D) and 13(2) of the Prevention of Corruption Act. T K Patel, assistant director, ACB, is conducting investigation in the matter. According to the complaint, during his tenure as Kutch collector, Sharma had allotted land to Welspun group at 25% of the prevailing market rates, which led to a loss of Rs 1.2 crore to the state exchequer. The complaint says Sharma got monetary benefits in return.


His wife Shyamal was made 30% partner of Value Packaging, a subsidiary of Welspun group, without investing any money in it. Over a period, Shyamal got Rs 29 lakh from the firm. When Sharma was made accused in various corruption charges, the subsidiary company was shut down in 2009-10.


Sharma, who is facing five corruption cases, had earlier filed a petition in the Supreme Court alleging that he was being victimized by the Modi government in the state and had sought a CBI inquiry in the cases against him. However, the Supreme Court rejected his application last month.


ACB director Ashish Bhatia said that after the agency sought permission from the state government to probe allegations against Sharma last year, the inquiry lasted a year during which they found evidence in the form of the bank transactions from Welspun to an NRI account operated by Sharma's wife and subsequent transfer of money in Sharma's account. "Further inquiry is on to ascertain the nature of the benefits the firm got due to Sharma's intervention. For this, government files of that period will be checked. We are also investigating what happened to the money," said Bhatia.

HONG KONG — They sleep by the thousands on what are normally the busiest boulevards of this crammed, nonstop city. They live on crackers, bananas and bottled water. They clean up their trash, even taking the time to pick out plastic and paper for recycling. Their shield of choice, and the symbol of their cause, is the umbrella: protection against the sun, rain — and pepper spray used by the riot police.


The pro-democracy protesters in Hong Kong appeared headed for a showdown with the authorities on Wednesday, with larger numbers expected over a national holiday and some organizers threatening to escalate the conflict by seizing government buildings.


Yet it has been a diligently clean, exceedingly polite and scrupulously peaceful insurgency, one that supporters are calling the Umbrella Revolution.



“An umbrella looks nonthreatening,” said Chloe Ho, 20, a history student distributing apples, chocolate and wet towels on a six-lane expressway occupied by protesters. “It shows how mild we Hong Kong people are, but when you cross our bottom line, we all come out together, just like the umbrellas all come out at the same time when it rains.”

Hers is a movement without a clear leader, one in which crowds of largely young people are organizing themselves and acting on their own, overtaking months of planning by veterans of the city’s pro-democracy camp. The spontaneous, grass-roots nature of the protest is one of its strengths — it has adapted quickly and seized the momentum from the government — but it may also make it difficult for the movement to accept any compromise that the Chinese government might be willing to offer.


The mass sit-in — and for hardier participants, sleep-in — in several of Hong Kong’s key commercial districts has presented the Chinese leadership with one of its biggest and most unexpected challenges in years. The protesters are demanding the right to elect the city’s leader, or chief executive, without procedural hurdles that would ensure that only Beijing’s favored candidates get on the ballot.


China’s state-run news outlets have depicted the protests as the handiwork of a conspiracy aided by the West to topple the Communist Party. But what leaders in Beijing and Hong Kong face is something even more alien to party thinking: an amorphous movement that does not answer to any particular individual or agenda.


The protesters’ desire for democratic elections was first articulated by organizations dominated by academics and students, but the movement that has blockaded the city streets since the weekend is a cacophony of voices, with demands including face-to-face dialogue with the Chinese government’s handpicked chief executive, Leung Chun-ying; his immediate resignation; and more ambitious, and unlikely, concessions from the central government.


“The strengths of these protests are that it’s so decentralized, so first of all you can’t crush them through arresting the leaders,” said Maya Wang, a researcher at Human Rights Watch in Hong Kong who has monitored the demonstrations. “The weaknesses are, of course, that there could be confusions and splits as the situation quickly develops. So far it has worked remarkably well, but it might not further along the way.”

Tensions in Hong Kong over election rules built for months and reached a peak on Friday, when students stormed past the police and occupied the forecourt of the Hong Kong government’s headquarters. The standoff there drew more protesters who gathered outside, growing into a noisy carnival of disgruntled residents calling for democracy. On Sunday afternoon, however, the police moved in with tear gas.


The televised spectacle of students scattered by tear gas triggered an outpouring of anger against the Hong Kong government that drew tens of thousands onto the streets on Sunday night. On Monday, the crowds were even larger, and they grew again on Tuesday.


The protesters have commandeered city buses, using them as bulletin boards for signs and messages. They have built barricades from bamboo scaffolding and borrowed cars to fend off possible police incursions.


“I came here because I don’t want to lose my Hong Kong,” said Bo Au-yeung, 20, a saleswoman at a clothing store who had volunteered to run a supply station. “I don’t want Hong Kong to be the next China.”


The society that has sprung up on the baking-hot roads has already developed its own rhythms. The days begin mostly with university students, retirees and middle-class office workers who have taken time off or been given leave by sympathetic bosses.

What Prompted the Hong Kong Protests?


Hong Kong belongs to China and operates under a policy of “one country, two systems.”


In the evenings, as temperatures cool and the workday ends, the crowds expand and become more diverse. Teenagers do their homework on the streets. And then the die-hards settle in for the night, sleeping under the skies on newspapers or foam before heading home in the morning for a shower and a nap.


“We want to stay clean to show that we are normal citizens fighting for our democracy,” said Billy Chan, 21, a computer science student who was heading home on Tuesday morning to wash up.


Other supporters arrived in the morning, saying they wanted to ensure that crowd numbers remained strong enough to ward off the police and impress those watching through the many television cameras. Joe Tang, an 18-year-old student wearing a black T-shirt decorated with a yellow ribbon, the uniform of many protesters, said he was a little embarrassed to seem so idealistic.


“It sounds stupid, but I came for liberty and democracy,” he said, as he prepared to hunker down for a day in the hot sun under an umbrella.


Many participants in the Umbrella Revolution acknowledged that their movement could well fail, scattered by a fresh police crackdown or just petering out. But many also said that their street movement, with its fastidious attention to hygiene and good manners and signs apologizing for “causing inconvenience” to other residents, was more than a reflection of Hong Kongers’ neat ways.

The trash sorting, constant speeches from megaphones and self-organized medical teams send a message of determination to leaders, and the world, they said.


“With such a big area, if the waste is not handled well, it will cause hygiene problems and increase disorder,” said Chan Sau-ching, a 21-year-old medical student, who was helping sort trash. “In this protest, we want to show our citizenship and our will to have a democratic government. Although this cleanup is a small thing, it is something that shows the values that all Hong Kong citizens should have.”


The people of Hong Kong are such obsessive users of their smartphones that subway stations broadcast reminders for commuters to look up from their devices and watch where they are walking. Now, protesters are using smartphones and social media to share news and rumors about the protests, and form impromptu organizations that keep the crowds clean, fed and healthy.


Alex Au Yeung, 25, a student at the City University of Hong Kong, uses the WhatsApp messaging service to coordinate staffing at first-aid tents set up around the protest zones. After responding to injuries from tear gas and pepper spray over the weekend, the medical volunteers now treat people suffering from the heat as well as the cuts and scrapes that come with sleeping on a highway.


Supplies, too, are coordinated online, through Facebook pages and Google documents that list what is needed, and where: bottled water, packaged snacks, face masks and umbrellas. At the Methodist House, a church complex near the main sit-in, volunteers sorted donations that were then carted half a mile to the protest area. By Tuesday, the storage space at the building was full, and volunteers were turning away donations.

Jeff Chan, a movie cameraman who had just spent two hours sorting trash, said he and about 200 other members of Hong Kong’s film industry had thrown themselves into supporting the protests. Cameramen, production and post-production units each had separate tasks. He said his motivation for cleaning trash was very simple: “I just can’t stand to see garbage.”


The gatherings seemed to share some common elements with the Occupy Wall Street demonstrations of 2011, which attracted thousands of protesters to an encampment in a Lower Manhattan park. As in Hong Kong, the Occupy protesters eschewed a traditional leadership hierarchy but forged an ecosystem all their own, often organizing their own medical care and food distribution.


Both protests were also galvanized by televised images of clashes with law enforcement. In New York three years ago, video of a police commander pepper-spraying a group of protesters contributed in elevating Occupy from the relative obscurity of its early days to an international spectacle.


In Hong Kong, by Tuesday night the crowd of protesters in the Admiralty neighborhood had swelled to even greater numbers than before, and crammed, sweating bodies stretched to Central, the next subway stop. The demonstration appeared to be gaining cohesion, and people within earshot of loudspeakers roared as Lee Cheuk-yan, chairman of the pro-democracy Labor Party, hoarsely exhorted Mr. Leung, the chief executive, to resign. Hundreds lined up at nearby toilets, one of the many tests of protesters’ patience.


A little down the road, Chui Yik-keung, a 19-year-old student of leisure management, was trying to doze on an inflatable mattress that refused to inflate. He and his classmates lay in the shadow of the hulking concrete quarters of the Chinese military garrison in Hong Kong, whose soldiers some protesters have speculated could come out to crush them.


“I’m not afraid,” Mr. Chui said. “I don’t believe the Chinese soldiers will come out. If they do, will they ever get past here? I don’t think so.”

Govt-Gujjar talks to continue today - Times of India

JAIPUR: Late night talks between the Gujjar leaders and the state government in Jaipur over the 5% quota for the special backward classes (SBC) remained inconclusive on Tuesday. The two sides agreed to meet again on Wednesday in the presence of legal experts to find a way to remove legal hitches in the quota law, stuck in the Rajasthan high court. The litigation over the matter would come up for hearing in the high court on Thursday.

The Gujjars led by Kirori Singh Bainsla have been staging a sit-in at village Ajit Khera Katara Ajij near Hindaun since September 28 to press for their 16-point demands, including the 5% SBC quota. A day earlier, Bainsla threatened to convert the sit-in going on in the rural territory into a protest march towards the urban limits. Before the Gujjars were to start their march on Tuesday morning, apparently towards Hindaun that was 8-km from their stir site, the state government invited them for talks to Jaipur. The government had dispatched BJP MLA from the Gujjar community, Man Singh Gurjar to persuade the protesters for dialogue.


The talks between Gujjars' 11-member delegation, including Bainsla, began at the residence of minister of state for food and civil supplies Hem Singh Bhadana, who too is a Gujjar. Health minister Rajendra Rathore headed the government side. The discussions that started around 7:40 pm lasted for almost three hours, but yielded little result. "The government has indicated its willingness to improve and better implement the Dev Narayan Yojana. For our quota demand, we will again meet tomorrow along with state law secretary and advocate general," Bainsla said."The sit-in at village Ajit Khera Katara Ajij will continue in the meantime," he added. "The talks were held in an amicable environment," said Himmat Singh Gurjar, spokesperson of the Rajasthan Gujjar Aarakshan Sangharsh Samiti, which is leading the quota protest.


Minister Rathore said, "We will have another round of talks on Wednesday morning in the presence of legal experts to have a road map to ensure 5% quota for SBC."


The Samiti led by Bainsla called a mahapanchayat near Hindaun on September 28, but turned it into an indefinite sit-in later that day. The community mahapanchayat was called to press for 5% quota in government jobs and educational institutes for the SBC.


The state introduced an Act provisioning 5% quota for SBC in 2008-09 but it was stayed by the Rajasthan high court because total reservation shot beyond the 50% limit set by the Supreme Court. The community blames chief minister Vasundhara Raje for the SBC quota provision getting stuck in the court since the reservation act was drafted and passed by the state assembly during her previous government from 2003 to 2008. During Raje's previous stint there two violent quota agitations in which 70 Gujjars were killed in police firing in 2007 and 2008.

12 killed, 45 injured in train collision near Gorakhpur - India Today

Railway spokesperson Anil Saxena said among the 45 injured, 12 are grievously injured.


Krishak Express, travelling from Varanasi to Gorakhpur, hit Barauni Express, going from Lucknow to Barauni, from behind at a place, about seven km from Gorakhpur at around 11 pm, Chief Public Relations Officer Alok Singh said.


He added three coaches of Barauni Express were thrown off the track following the collision.


Railway officials rushed to the spot. The injured have been admitted to a nearby hospital.


"The railway has suspended the drivers of Krishak Express for overshooting the signal", Saxena said. "An inquiry has been ordered by the railway under Commissioner Rail Safety P K Bajpai to ascertain the cause of the incident," he added.


The railway has also set up helpline for inquiries for various cities- Gorakhpur (05513303365, 09794846980), Lucknow (05222233042), Chhapra (09006693233) and Benares (09919041978), the spokesperson said.


Movement of trains on Gorakhpur-Varanasi track has been disrupted following the incident and few trains have been diverted.

Apart from campaigning all over the state for their parties and projecting themselves for the top job in the state, these leaders have been forced to concentrate on their own assembly constituencies to ensure that they don't slip themselves.


Two other big leaders, Sena's Uddhav Thackeray and MNS' Raj Thackeray have decided not to contest. The Congress is contesting all 288 seats in the state and its going into the campaign with Prithviraj Chavan's as its Chief Ministerial candidate.


Chavan had convinced the central leadership that the party has to project just one face for CM's post and has been successful in occupying that slot. But Chavan faces an uphill task of winning in his Karad South constituency in western Maharashtra.


The constituency will see a tough contest between Chavan and two Congress rebels Vilaskaka Undalkar & Atul Bhosle this time. Undalkar won this assembly seat seven times earlier. After the split with Congress, the NCP is now going hammer and tongs against Prithviraj Chavan.


They have taken Undalkar on board. Undalkar's associate Jagannath Mohite revealed that he would now be NCP's candidate. Bharatiya Janata Party (BJP) has fielded Atul Bhosale, yet another Congress rebel who is a Maratha. While the Sena has fielded Ajinkya Patil, son of DY Patil.


NCP's prominent face in the state and former Home Minster of Maharashtra RR Patil faces a very tough challenge in his constituency Tasgaon in Sangali district because this Congress bastion voted for BJP for the first time since India's independence in the recent Lok Sabha polls.


Patil won the last election in 2009 with the help of Sanjay Kaka Patil and got a huge margin of over 65,000 votes. But later Kaka parted ways and fought Lok Sabha on a BJP ticket. Kaka won the seat and now has openly challenged Patil over this contest.


The toughest challenge for Patil will come from Ajit Ghorpade. Leaders from Sangli, like Vilasrao Jagtap from Jath, Prithviraj Deshmukh from Kadegaon and Dinkar Patil used to back Patil but are no longer supporting him.


In Konkan's Kudal constituency, Congress' campaign chief and former industries minister Narayan Rane is likely to be on a sticky wicket because of two challengers, Shiv Sena's Vaibhav Naik who is the district chief of the party and NCP's Pushpasen Sawant.


Rane's son Nilesh recently lost the Lok Sabha election in this district and he trailed by 22,000 votes in this assembly segment. Rane faces a lot of resentment in the region because of people's opposition to Jaitapur Nuclear Power plant and land acquisition related to this project and other power projects in the area.


People think that Rane was not there to support them while their land was being acquired. The Sena is going all out against Rane and has even taken his rival Deepk Kesarkar on board to counter Rane.


In Nagpur, BJP's state president Devendra Fadnavis is being projected as one of the Chief Ministerial candidates of the BJP. But now with the split in the saffron alliance, Devendra is likely to face some competition from Congress party's Praful Gudadhe Patil in the South-West Nagpur constituency.


This constituency has seen over 75,000 new voters since Lok Sabha polls and the BJP feels that the youth will vote in its favour. However, with Sena fielding a candidate BJP could face some challenge.


BJP's target was to enrol 20,000 new voters after names of several voters were found missing in voter rolls. Fadnavis sounds confident of victory but the Congress camp claims that since he took over as state president, he has not been in day-to-day touch with the constituency.


Maharashtra's former deputy chief minister and NCP top man Ajit Pawar may look invincible on his home turf of Baramati but this time the BJP and its allies—who managed to cut down NCP leader Supriya Sule's winning margin sizably in the Lok Sabha polls—are mobilising forces against Pawar.


Ajit was the first to openly say that he felt that all parties should fight separately in Maharashtra. A divided opposition may result in Ajit benefiting but he certainly cannot take a large winning margin for granted anymore because of challenges posed jointly by leaders like Raju Shetty a n d Mahadev Jankar in alliance with the BJP.

12 killed, many hurt as trains collide near Gorakhpur - Hindustan Times


As many as 12 persons were killed and many others severely injured as two express trains rammed into each other near Nandanagar railway crossing in Gorakhpur late in the night on Tuesday.



The mishap occurred when the Krishak Express, on its way from Varanasi to Gorakhpur, hit Barauni Express resulting in overturning of three bogeys of the latter, which was on its way from Lucknow to Barauni.


Panic gripped the area as survivors screamed for help drawing attention of the passers-by. On information, police and railway administration reached the spot.


Eye witnesses said as Barauni Express, after leaving Gorakhpur around 11pm, was crossing Kainchi crossing, Krishak Express came on the same track.


By the time the driver applied emergency brakes, it was too late to prevent the mishap. Officials said general coaches were hit and the rescue operation was on despite bad light at the accident site.



Border stand-off: India and China hold farewell flag meeting - Indian Express


Indian and Chinese troops held a flag meeting at Spanggur gap on Tuesday, the day Chinese troops were supposed to withdraw their positions along the Line of Actual Control.


The meeting is said to have started at about 1.30 pm and have continued for about “two-three hours”.


Meanwhile, sources said that a few Chinese troops were still present at Chumar on Tuesday.


A Defence Ministry official, however, said that the “withdrawal is more or less complete”, that the troops left behind were “small in number” and that he had “no doubt that the remaining troops will also withdraw”.


The Chumar stand-off which began on September 10 concluded on September 26 after External Affairs Minister Sushma Swaraj met her Chinese counterpart in New York. As per the plan chalked out in the subsequent flag meeting along the LAC, the troops were supposed to withdraw to their “pre-September 10 positions” by Tuesday.


Sources said that Demchok — another area where the Chinese civilians had pitched tents — too had a few Chinese troops during the stand-off. “But the Chinese troops from Demchok have withdrawn completely,” said an official.


“Normally, flag meetings are not required to be held on such days when both the sides are withdrawing. They are a mechanism to break the deadlock and not the means to ensure that both sides are withdrawing,” said a source.


The sources added that the Chinese side had raised concerns regarding a post constructed by the Indian side, a concern that stayed even till the day of their withdrawal.



12 percent rain deficit for India as Southwest monsoon winds up officially - Zee News


New Delhi: As India marks the official end of Southwest Monsoon Tuesday, it is left with a -12 per cent rain shortfall after a third of its territory witnessed deficient precipitation during the wet season.


The official period for the Southwest Monsoon season in India is between June 1 and Sept. 30.


According to the Indian Meteorological Department (IMD), monsoon is fast winding up and its withdrawal line passes through Jammu, Una, Bareilly, Kanpur, Nowgong, Ujjain, Vadodara and Porbandar. It is also active over Kerala, IMD said.


Private forecasting agency Skymet said that only one sub- division, South Interior Karnataka, received excess rainfall, of 21 per cent, while about 30 per cent of the country received deficient rainfall.


The overall monsoon deficit in the country was at -12 per cent this year, as per IMD data.


IMD had projected a "below normal" monsoon this year for India and the country received 775-mm rainfall as against the normal precipitation of 883-mm.


The onset of monsoon was weak with June seeing a high rainfall deficit of -43 per cent.


However, conditions improved in July and August on the back of good spells of rain in their last two weeks. The good rainfall in July, August and September helped limit the overall deficit to -12 per cent.


Northwest division, which includes eastern and western Uttar Pradesh, Delhi, Chandigarh and Haryana saw a rain deficit of -21 per cent, the highest in the country, while the shortfall for the southern peninsula was -7 per cent.


Good rainfall in the last three months kept the overall deficit at -9 per cent in Central India while eastern and Northeast India recorded a deficit of -12 per cent.


According to IMD, overall, Sept. 4 recorded the highest rainfall for a single day while June 1, the date for the official onset of the monsoon in the country, recorded the least rainfall for one day.
