Shiv Sena sets deadline for BJP to decide on Maharashtra alliance - Zee News

Mumbai: Shiv Sena chief Uddhav Thackeray may have attended Maharashtra Chief Minister Devendra Fadnavis' swearing-in ceremony on Friday after receiving a call from BJP president Amit Shah, but his party is reported to have now set a deadline for the BJP to decide on whether to forge an alliance.

Reports said that the BJP has been asked by the Shiv Sena to take a final call on alliance before the vote of confidence. And that could happen on November 15, as Maharashtra Governor C Vidyasagar Rao has given Fadnavis' minority government 15 days to hold a trust vote.

Shiv Sena sources say if the BJP fails to finalise a deal by then, the party will not support the new government during the trust vote.

The BJP with 121 seats needs at least 24 more to win the vote of confidence in the 288-member House. The party had originally won 122 seats but one of its MLAs died after the results were announced, bringing down the tally to 121. The party has now claimed support of all seven independent MLAs and some from smaller parties.

The Shiv Sena, with 63 seats, is an ideal partner. However, the BJP already has an offer of outside support from the NCP, which has 41 seats. The NCP has said that it would abstain during the trust vote to help the BJP government.

While delaying a decision on alliance, the BJP has indicated that it is in favour of truck with the Shiv Sena.

"Uddhav Thackeray's attendance today was a big gesture. Talks are moving in the right direction," Fadnavis had said after his swearing-in yesterday.

The small size of his Cabinet also indicates that the BJP is ready to accommodate allies.

The Shiv Sena, meanwhile, is believed to have agreed to the 2:1 formula representation in the government, whereby the Maharashtra party will have one minister for every two of the BJP.

The two parties were in alliance till the announcement of polls but had parted ways in September after failing to agree on seat-sharing.

Rajya Sabha polls in UP: Will Amar Singh return to Samajwadi Party? - Firstpost

Lucknow: Despite a huge majority in the state assembly and no threat to the Akhilesh Yadav-led government in Uttar Pradesh, the SP leadership is betraying signs of unease in the wake of the rise of the Bharatiya Janata Party (BJP) which indicates a serious concern for 2017 and beyond.

The party suffered a massive setback in Lok Sabha election, but the recent by-elections brought some cheer to the Mulayam Singh Yadav-led party. While in Mainpuri the seat vacated by Mulayam went to his grand-nephew, the party also won seats which were considered strongholds of the BJP, like Charkhari and Kairana.

Now comes yet another opportunity for the SP to re-align its hold over the state in the form of the biennial election for ten seats of Rajya Sabha. Rather than be complacent that the present electoral college ensures victory for six SP candidates, the party leadership is engaged in an intense exercise to choose those candidates who can really provide value-addition, and not merely numbers.

Nominations open for 10 Rajya Sabha seats on 3 November with November 10 being the last date for submitting the papers. Polling is to take place on 20 November for the seats that fall vacant on 25 November. Of these, two had been held by the SP – party secretary general Ram Gopal Yadav and Amar Singh. However, now with its strength in the UP House, the SP can send six members to the Rajya Sabha.

It is learnt that with a clear intent to expand its networking circles in Delhi and beyond, the top SP leadership had been toying with the idea of getting Amar Singh back, burying all differences. This was first visible when Amar Singh made an appearance at a programme in Lucknow some months back to mark late SP leader Janeshwar Mishra’s birth anniversary. While there was no official word on his possible re-entry into the SP, there were several voices that rose against any move to get him back into the party. The most vociferous voice was that of senior UP minister Mohammad Azam Khan who had actually left the SP some years ago miffed at the rising clout of Amar Singh and Jayaprada in the party.

Amar Singh had had two more meetings with Mulayam since then, the latest being on Wednesday, when he also met Akhilesh. Singh had been removed from the all party posts in February 2010 but he continues to be a Rajya Sabha member from Samajwadi Party. He had joined Rashtriya Lok Dal led by AJit Singh some months ago and also unsuccessfully contested the Lok Sabha election from Fatehpur Sikri. Amar Singh has repeatedly said that he always considered Mulayam as his 'elder brother' and Akhilesh saying that he considered Amar Singh a respected 'uncle.'

Political circles are also abuzz with the name of Apna Dal leader Krishna Patel doing the rounds as an SP candidate. If it so happens, it would mark a clear attempt by the SP to win the support of the Kurmi community which used to be with the SP as long as former minister Beni Prasad Varma was with the SP. At present, despite being with the Congress, Varma has been expressing his dissent very frequently and reports that he might be looking forward to return to the SP have been doing the rounds.

However, SP insiders say Krishna Patel, the national president of Apna Dal, could be a better bet for the SP to attract Kurmi support than Varma, since Apna Dal is a part of the NDA. Her daughter Anupriya Patel is the Lok Sabha member from Mirzapur, adjacent to Varanasi. Recently Krishna Patel removed Anupriya from the post of party general secretary, following which the party faces a split. By choosing Krishna Patel, the SP would try to send a signal that the BJP has not been able to hold its allies together. The split with Shiv Sena and the unease with the Shiromani Akali Dal could be mentioned in support of this contention, said an SP leader.

Till date, only Ram Gopal Yadav is certain to be re-nominated, while other names doing the rounds are that of Neeraj Shekhar, an aspiring politician from Ballia and son of former prime minister Chandra Shekhar, and senior Brahmin leader Ashok Bajpai who was the SP candidate for the Lok Sabha election from Lucknow but was replaced by Abhishek Mishra a few weeks before the polling.

Other names also include Ajit Singh, the RLD president, who has failed to win his traditional Baghpat Lok Sabha seat this time. It also appears certain that there would be at least one prominent Muslim leader in the SP list. Reports in Lucknow suggested that a couple of industry leaders and other prominent citizens, including a journalist, were also in touch with the SP leadership to explore the possibility of being nominated.

Among the ten seats, six are held by the Bahujan Samaj Party (BSP), 2 by the SP, and one each by Congress and Bharatiya Janata Party (BJP). With 235 MLAs, now the SP is all set to send 6 members to the Rajya Sabha, while the BJP could send two members, followed by one each for the BSP and the Congress.

Uddhav attends Fadnavis' swearing-in as Maha CM, sparks alliance speculation - Firstpost

Mumbai: Devendra Fadnavis was sworn in as BJP’s first Chief Minister of Maharashtra at a grand ceremony held at Wankhede Stadium on Friday evening.

Fadnavis, a fourth-term MLA from Nagpur, is the 27th Chief Minister of Maharashtra. At 44, he is the second youngest person to hold the top post and also the fourth political leader from the Vidarbha region to become CM.

Maharashtra governor C Vidyasagar Rao administered the oath of office and secrecy in Marathi to Fadnavis at the public ceremony in the presence of more than 35,000 people. Seven Cabinet ministers, two ministers of state were also sworn in by Rao.

The seven cabinet ministers are Eknath Khadse, Sudhir Mungantiwar, Vinod Tawde, Prakash Mehta, Chandrakant Patil, Pankaja Munde and Vishnu Savara. Two others – Dilip Kamble and Vidya Thakur — are ministers of state.

While Fadnavis, Khadse, Mungantiwar, Tawde and Pankaja Munde are the party's core committee members, Mehta has been inducted to represent the powerful Gujarati community. Vidya Thakur, who defeated Shiv Sena veteran Subhash Desai in Goregaon constituency in Mumbai, could probably be seen as BJP's North Indian face.

Chandrakant Patil, an MLC, is from Kolhapur and was instrumental in reviving the alliance between the BJP and the Shiv Sena. He was also inducted as cabinet minister as to represent the western Maharashtra region.

Sawra, who is elected from the tribal dominated Vikramgad constituency in Palghar district, represents the Scheduled Tribe while Dilip Kamble has been elected from Pune Cantonement constituency reserved for SCs.

On Friday, the BJP inducted the ministers from all the regions that include Mumbai, Konkan, Western Maharashtra, Marathwada, North Maharashtra and Vidrabha.

The ceremony was attended by Prime Minister Narendra Modi, BJP veterans LK Advani, Murli Manohar Joshi, BJP president Amit Shah. Union ministers present on the occasion of the change of guard in the state were Nitin Gadkari, Prakash Javadekar, Venkaiah Naidu, Ravi Shankar Prasad, Nirmala Sitharaman. Raosaheb Danve also attended the function. Chief ministers of BJP ruled states and NDA allies Vasundhara Raje Scindia, Raman Singh, N Chandrababu Naidu, Manohar Parrikar, Anandiben Patel, Manohar Lal Khattar were also present.

During the swearing-in ceremony, BJP activists were seen cheering ministers but appeared more enthusiastic after Modi arrive on the stage.

Following Sena's announcement that it would boycott the swearing in ceremony, the BJP leaders swung into action and called up Sena president Uddhav Thackeray requesting him to attend the ceremony. On Friday, between 11 am and 3 pm, five calls — three by Fadnavis, one by union minister Arun Jaitley and Amit Shah — were made to Uddhav. After which the Sena chief changed his mind and was present for the event along with his wife.

Uddhav's presence revived speculations about a BJP-Sena alliance in the state government. After the ceremony, Shah met Thackeray, however what transpired during there brief meeting is not known.

The Sena had insisted the inclusion of at least two members in the cabinet during the swearing-in, but with the BJP clearly calling the shots in the alliance, that did not happen.

"Though the BJP has not agreed to give us specific portfolios, it said that a 'respectable power share' will be given to us," sources from Sena said.

"It seems that our decision to boycott the ceremony has worked," said a Sena leader adding that "We could have today announced the party's legislative leader in assembly if BJP leaders had not called us."

Apart from BJP leaders, former chief minister Prithviraj Chavan, senior NCP leader and former Union minister Praful Patel, former deputy chief minister Ajit Pawar, senior NCP leaders Chhagan Bhujbal, Dilip Walse-Patil, Jayant Patil and Sunil Tatkare were also present.

The BJP emerged as the single largest party in the 288-member state Assembly with 122 seats. Though it will be a minority government, the NCP, that has 41 members, has extended ‘unconditional’ outside support to the BJP to form the government. The BJP also has the support of seven independents and other smaller parties.

Sahara chief pays Rs. 31 lakh for spl facilities in jail - Hindustan Times

Sahara chief Subrata Roy paid Rs. 31 lakh for using air-conditioners, phones, internet and video conferencing facility he had used for 57 days in Tihar jail.

The Supreme Court had allowed Roy to use the jail’s conference room and other facilities to negotiate the sale of his luxury hotels to collect the Rs. 10,000 crore needed for his bail.

“The Sahara group made the payment a few days before the withdrawal of these special services. They paid us Rs. 31 lakh, which includes the expense incurred in security, electricity and food,” said a senior jail official.

Roy, 65, and the two directors of his company Ashok Roy Choudhary and Ravi Shankar Dubey were allowed to use these facilities from August 5 to September 30.

The Sahara chief was sent back to his jail cell after living in a makeshift prison office for close to two months while working on the sale of three luxury hotels in New York and London to generate money for his bail. The deal is still hanging.

Sahara has said it is in talks with multiple potential buyers but has refrained from naming any suitors.

He has been moved back to the cell after a court-imposed deadline for the use of the office expired.

Roy has, however, requested for more time. In a letter to Tihar authorities, filed recently by Roy, he had demanded the restoration of facilities saying that almost 80% of the deal had been fixed and the withdrawal of the services may lead to its cancellation.

In the letter, he had also claimed threat to his life and asked the authorities to enhance his security.

Roy was sent to jail on March 4 for the non-refund of over Rs. 20, 000 crore with interest to depositors. He was asked by the court to pay Rs. 10,000 crore to get bail — Rs. 5,000 crore in cash and the rest of the amount in bank guarantee.

Modi trying to appropriate Congress icons: Digvijaya Singh - Times of India

NEW DELHI: As PM Narendra Modi hogged the limelight with the celebration of Sardar Patel's birth anniversary, Digvijaya Singh accused him of trying to appropriate Congress icons to fill the gap of independence struggle in the RSS profile.

Congress general secretary Singh said, "Modi and RSS have no role in freedom movement. Congress has a role in the movement of which Modi is not the inheritor. So, he is trying to hijack Congress leaders and the Congress legacy in fighting the imperialist forces."

Since taking over as PM, Modi has put Mahatma Gandhi and Sardar Patel at the core of his governance and politics, speaking about them in policies like 'Clean India' and national unity. He even mentioned Jawaharlal Nehru during an election rally in Haryana.

But questioning Modi's claim on Gandhi and Patel, Singh said the PM was from the RSS and should talk about its founding fathers Golwalkar and Hedgewar, whom he does not mention at all. "He is trying to come into the central political space with a facade of liberal modern politics and by hiding his ideology of hate and rightwing economic policies," he said.

Congress steered clear of Modi skipping a tribute to Indira Gandhi, refusing to react if it saw it as a slight to the former PM who died in office. However, individuals in the party felt it struck a bitter note.

Deputy leader of opposition in Rajya Sabha Anand Sharma said, "It is petty-minded, it is partisan and disrespectful to those who gave their lives to their country, particularly Indira Gandhi who gave hers for the unity of this country."

Former I&B minister Manish Tewari said it was the responsibility of every government to honour Indira Gandhi's sacrifice and any dispensation not doing so was detracting from its duty.

Roy's Tihar stay costs Sahara Rs 31 lakh - Business Standard

One can now count among the country's most expensive hotels. The has paid Rs 31 lakh to authorities of the jail as charges for the stay of its chief in an air-conditioned facility and services such as phone, internet and video conferencing for 57 days.

The amount works to about Rs 54,400 a day.

The had allowed the Sahara chief to use the jail's conference room to negotiate the sale of his hotels to collect Rs 10,000 crore, the amount required for his bail.

"The payment was made by the Sahara group a few days before the withdrawal of special services. An amount of Rs 31 lakh has been submitted to us. This includes the expenses towards security, electricity charges, food, etc," said a senior jail official.

Roy, 65, along with two Sahara Group directors - and - stayed at the special facility for 57 days (August 5 to September 30).

In a recent letter to Tihar Jail authorities, Roy had sought the facilities be restored, saying about 80 per cent of the deal had been fixed and withdrawal of these services might lead to its cancellation. Citing a threat to his life, he had also sought his security be beefed up.

Roy, who was sent to jail on March 4 this year for non-refund of about Rs 20,000 crore along with interest, to depositors, was asked by the court to pay Rs 10,000 crore for bail - Rs 5,000 crore in cash and the rest in bank guarantees.

After a dismal show in the LS election, Akhilesh Yadav trying to revive ... - Economic Times

Jaya Bachchan put it this way: "I know it is difficult being the son of a big man. No matter how hard you try you only get 99%." Her remark, which could apply equally to son Abhishek Bachchan, was meant for Akhilesh Yadav. The Uttar Pradesh chief minister's political acumen and administrative style are constantly compared with that of his father--three-time chief minister and former Union defence minister, Mulayam Singh Yadav.

For a good part of the two and half years that he has been in the post, 41-year-old Akhilesh Yadav has been continually attacked for poor governance and deteriorating law and order. Hemmed in by powerful uncles, not to speak of his father, Yadav has been criticized for an unsteady grip on government with multiple power centres controlling the administration.

But in the last few months, particularly after the Lok Sabha debacle, a more assertive and confident chief minister has emerged, taking control both of the government and the party organization while managing to silence critics and assert his moral authority over party veterans. This was evident at the HCL IT City event on October 15, where Jaya Bachchan made the remark on sons with larger-than-life fathers.

The demeanour of cabinet minister Azam Khan at the event was instructive. Khan has had an uneasy relation with Yadav but he correctly sensed the mood of the crowd, particularly the youth cadres of the Samajwadi Party. The veteran lavished praise on the chief minister for getting the IT City project off the ground. He also made glowing references to his "youthful energy" and "vision".

Yadav began his revamp soon after the BJP swept the state in the general election earlier this year, confining SP to just five of 80 seats. Various reasons were ascribed to this drubbing--minority appeasement, Azam Khan's controversial speeches during the campaign, counter polarization among Hindus. Add to this volatile mix the communal flare-up in Muzaffarnagar and the cocktail was toxic for SP.

Given the result, little was expected to change in September bye-elections to 12 assembly seats and one Lok Sabha seat in the state. But that didn't stop Yadav from taking direct charge of the campaign, handpicking candidates and canvassing on the development plank. He also shut Azam Khan out of the canvassing. Polling took place amid heightened communal polarisation, with the BJP campaigning on 'love jihad' and terrorism to target Muslims and consolidate the Hindu vote.

When it came, the result confounded experts--the Samajwadi Party won nine of the 12 assembly seats and the Lok Sabha seat of Mainpuri, boosting its confidence and cementing Yadav's authority over it.

"When he was made chief minister he was equal to the party veterans. But over the last few months he has consolidated his position and become more assertive. He is now first among the equals," said Sudhir Panwar, Lucknow University professor. Not only did SP win from constituencies that had witnessed communal riots but also from Rohaniya, an assembly segment that's part of Prime Minister Narendra Modi's Varanasi parliamentary constituency.

After a dismal show in the LS election, Akhilesh Yadav trying to revive Samajwadi Party’s fortunes

Before his resurgence, Yadav's seeming passive nature was held against him. But he didn't see this as a disadvantage as he said in an interview to ET in January: "My politeness is not my weakness. It is a virtue. I am not ignorant and know exactly what is happening around me. It is just that we are taught to respect our elders. But if things go far I will crack the whip."

That's exactly what he seems to be doing--cracking the whip, especially over inaction as part of his development push.

Stern warnings have gone out to senior bureaucrats, many of whom have been transferred for being too lackadaisical. ET was witness to the dressing down of a senior IAS officer in June on the sidelines of an investor summit. The official was soon shifted to an insignificant post. To be sure, the chief minister has been focused on outcomes even prior to this. A party member gave a first-hand account of Yadav reprimanding "a very senior minister from eastern UP considered among the party's think tank.

Within days, in a minor reshuffle of the cabinet, the minister was sidelined to an insignificant portfolio." That Yadav meant business was most apparent in the abrupt removal of Jawed Usmani as state chief secretary at the end of May, just after the general election, primarily over the lack of focus on fast tracking development projects and big-ticket investments.

Usmani had been considered close to his father and had served in the chief minister's office 2003-7 during the tenure of Yadav senior, who had sought him out specifically to serve as chief secretary in his son's government. Be he was seen as too much of a stickler for the rule book and over-cautious.

Yadav has much ground to recover when it comes to law and order, which was regarded as being much better when Mayawati was chief minister. All Samajwadi Party governments have been attacked for being unable to keep a lid on this, perhaps because the police find it difficult to rein in the more unruly elements affiliated to the organisation's leadership.

The junior Yadav was regarded as being different in this respect when he put his foot down against the induction of those with a criminal past such as DP Yadav before the 2012 assembly polls. The government has been unable to check communal riots and violence against women. Some progress has been made--favouritism seems to be on the wane, all important posts aren't being given to Yadavs. Another positive is the Women Powerline, a helpline for women run by the state police.

The Yadav government may have been unlucky, getting flak that it may not have fully deserved. For instance, the alleged rape and murder of two girls who were found hanged from a tree in a Badaun village made global headlines in May with the accused being Yadav youths. Now it appears that the allegations may have been false, although no final report has been filed by the Central Bureau of Investigation. In another instance, the victim of alleged gang rape and forcible conversion in Meerut has made a U-turn and blamed her family members for making false allegations and sensationalizing the issue.

Yadav blames the media for inflaming public opinion without establishing facts and then refusing to acknowledge mistakes. "The media rakes up certain issues without any basis. The opposition is glad to lap up these issues to defame the government. Look at what happened in the Badaun case.

Now the media will not talk about the twist in the case and how they erred in their reportage," Yadav told ET. The government is serious about deliverables and wooing large investments.

"Developmental work, agriculture and industrialization are the only way forward to give better livelihood to people. My eyes are focused on this," he said.

He's looking forward to the next state election in 2017, when projects such as the Lucknow Metro, IT City, various power plants and the Lucknow to Agra expressway will be complete or almost finished. "Hum kaam zyaada kartey hai, par prachar kam ho pata hai. (We do a lot of work but we don't talk about it.) I plan to change this also," he said. For that, he can do no better than take a leaf out of Prime Minister Narendra Modi's book.

Virgin Galactic spaceship test flight ends in fatal crash, one pilot killed - Times of India

MOJAVE, California: A suborbital passenger spaceship being developed by Richard Branson's Virgin Galactic company crashed during a test flight on Friday near the Mojave Air and Space Port in California, killing one pilot and seriously injuring the other, officials said.

The crash of the vehicle, undergoing its first powered test flight since January over the Mojave Desert, 95 miles (150km) north of Los Angeles, came days after another private space company, Orbital Sciences Corp, lost a rocket in an explosion moments after liftoff in Virginia.

The back-to-back accidents dealt a considerable blow to the fledgling commercial space launch industry, which has been taking on more work traditionally done by the US government while expanding for-profit space markets, including tourism.

Television footage of the Virgin Galactic crash site showed wreckage of the spacecraft lying in two large pieces on the ground, and the company said the spacecraft was destroyed. Kern County Sheriff Donny Youngblood said a debris field was spread over more than a mile.

One spaceship pilot was killed in the crash and his body was found in the wreckage, while the second pilot, who ejected and parachuted to the ground, survived with serious injuries, Kern County Sheriff Donny Youngblood said. The survivor was found more than a mile from the main wreckage site, he said.

Both crew members were test pilots for Scaled Composites, the Northrop Gruman Corp subsidiary that designed and built the spacecraft for Virgin and lost three other employees in a July 2007 ground test accident during development of the ship's propulsion system.

Friday's crash occurred shortly after the craft, dubbed SpaceShipTwo, separated from the jet airplane that carried it aloft for its high-altitude launch, according to the Federal Aviation Administration.

Scaled Composites President Kevin Mickey told a news conference the ill-fated flight was the first using a new rocket fuel formula the company switched to in May. He said that formula "had been proven and tested on the ground" before Friday's test launch.

Stuart Witt, chief executive of the space port, said officials were not ready to "speculate on the cause" of the crash.

The National Transportation Safety Board said it was sending one of its "go-teams" to investigate the accident.

Branson said via Twitter that he was on his way to Mojave following the crash. "Thoughts with all @virgingalactic & Scaled," he tweeted.

George Whitesides, chief executive of Virgin Galactic, said he expected Branson to arrive by Saturday morning.

"Space is hard, and today was a tough day. We are going to be supporting the investigation as we figure out what happened today, and we're going to get through it," he told a news conference at the space port.

He added: "We believe we owe it to the folks who were flying these vehicles as well as the folks who have been working so hard on them, to understand this and to move forward, which is what we'll do."

More than 800 people have paid or put down deposits to eventually fly aboard the spaceship, which is hauled to an altitude of about 45,000 feet (13.7kms) and released by Virgin's White Knight Two carrier jet airplane. According to plans, the spaceship then fires its rocket motor to catapult it to about 62 miles (100km) above Earth, giving passengers a view of the planet set against the blackness of space and a few minutes of weightlessness.

(Wreckage from Virgin Galactic's SpaceShipTwo is shown in this still image captured from KNBC video footage from Mojave California.)

The vehicle is based on a prototype, SpaceShipOne, which 10 years ago won the $10 million Ansari X Prize for becoming the first privately developed manned spacecraft to fly in space.

"During the test, the vehicle suffered a serious anomaly resulting in the loss of SpaceShipTwo," Virgin said in a statement just after the crash, adding: "We will work closely with relevant authorities to determine the cause of this accident and provide updates ASAP."

Witt said the first sign of a malfunction came 90 seconds to two minutes after the carrier jet released the spacecraft, which occurred at 10:10am local time.

"There's usually a certain cadence, and you see things occurring, and the thing makes a contrail and the like. Because of the very light cirrus clouds, I was eyes on, but I didn't see any anomaly. In fact it was when I wasn't hearing anything that I became concerned. And I looked over at my colleague, and then there was a radio call, something about a chute."

The crash was the second accident this week involving a commercial US space company. On Tuesday, an Antares rocket built and launched by Orbital Sciences exploded 15 seconds after liftoff from Wallops Island, Virginia, destroying a cargo ship bound for the International Space Station.

Friday's crash marked a major setback for Virgin Galactic, a US offshoot of billionaire Branson's London-based Virgin Group. The company was aiming to make the world's first commercial suborbital space flights with SpaceShipTwo, a six-passenger, two-pilot spacecraft.

The launch was to have been the first in a series of test flights leading up to Virgin Galactic's maiden flight beyond Earth's atmosphere.

Virgin ultimately was planning to add four more suborbital spacecraft to its fleet, along with a second White Knight carrier jet. Plans call for the fleet to fly out of a new commercial space port in Las Cruces, New Mexico, once the company completes all test flights and is certified for passenger service to begin.

Virgin Galactic's Whitesides told a Toronto space conference earlier this month that a second spacecraft was already under construction and about 60 percent complete.

Other companies developing passenger suborbital spacecraft include privately owned XCOR Aerospace, which is building a two-person space plane called Lynx, and Blue Origin, a startup space company owned by Amazon.com Inc founder Jeff Bezos.

Virgin Galactic also plans to use its White Knight Two carrier jets to launch small satellites and payloads into orbit.

Lanka foisted drug-running case against fishermen: Karunanidhi - Times of India

CHENNAI: A day after a Sri Lankan court sentenced to death five Indian fishermen for allegedly transporting narcotics, DMK chief M Karunanidhi said the case was foisted on the men and demanded that the Centre take up the matter with Colombo to ensure their release. The DMK chief recalled that after the five fishermen were arrested in 2011 on charges of drug trafficking, the Tamil Nadu Q branch police and intelligence department had submitted reports that the case was "foisted" on the five.

Speaking to reporters in Chennai, Union minister Pon Radhakrishnan said the Narendra Modi government would take all steps to ensure the release of the five fishermen. While Karunanidhi's daughter and Rajya Sabha MP Kanimozhi wrote to Union minister Sushma Swaraj on the issue, BJP ally MDMK chief Vaiko condemned Prime Minister Modi for giving so much 'freedom' to Sri Lankan President Mahinda Rajapaksha. "That's why the Sri Lankan court penalized the fishermen. The Sri Lankan judicial system is just a toy in the hands of Rajapaksa," Vaiko alleged.

In Trichy and Kumbakkonam, there was tension for a while on Friday morning as pro-Eelam supporters set fire to effigies of Rajapakse. Police personnel were posted in front of the Sri Lankan airlines' office and a furniture shop in Trichy that sources goods from the island nation. The two establishments had been vandalized in an earlier incident.

Sri Lankan minister V Radhakrishnan who underwent a surgery in a private hospital in Trichy, advanced his return to Colombo by a day. He is expected to take a flight back on Friday evening.

Shahi Imam's invite to Sharif does not merit response: Government - Firstpost

New Delhi, Oct 31 (IANS) As the Shahi Imam of Jama Masjid drew flak from Muslims for inviting the Pakistan prime minister to his son's anointment as his successor but not Prime Minister Narendra Modi, the government Friday refused to get drawn into the controversy, terming his remarks as "voices from the wilderness".

Asked to react to the invite to Nawaz Sharif, external affairs ministry spokesperson Syed Akbaruddin said: "We don't respond to voices from the wilderness who are always clawing to get space, and your mind space."

The Forum for Muslim Studies and Analysis (FMSA) in Aligarh accused the Shahi Imam Syed Ahmed Bukhari of insulting Indian Muslims by inviting Nawaz Sharif to a Nov 29 dinner to mark the anointment of his son Shaban, 19, as the Naib Imam.

India Islamic Cultural Centre (IICC) president Sirajuddin Qureshi has also criticized the Shahi Imam's remarks.

Qureshi, who heads the iconic institution with large number of elite community members, said that Imam Bukhari should admit that the Narendra Modi is heading the government of the day.

By inviting Sharif, Bukhari has created confusion about the Muslims in the country, and this gives a negative image to the whole community, he said in a statement.

MOJAVE Calif. (Reuters) - A suborbital passenger spaceship being developed by Richard Branson̢۪s Virgin Galactic company crashed during a test flight on Friday near the Mojave Air and Space Port in California, killing one pilot and seriously injuring the other, officials said.

The crash of the vehicle, undergoing its first powered test flight since January over the Mojave Desert, 95 miles (150 km) north of Los Angeles, came days after another private space company, Orbital Sciences Corp, lost a rocket in an explosion moments after liftoff in Virginia.

The back-to-back accidents dealt a considerable blow to the fledgling commercial space launch industry, which has been taking on more work traditionally done by the U.S. government while expanding for-profit space markets, including tourism.

We are going to be supporting the investigation as we figure out what happened today, and we̢۪re going to get through it," he told a news conference at the space port.

He added: "We believe we owe it to the folks who were flying these vehicles as well as the folks who have been working so hard on them, to understand this and to move forward, which is what we̢۪ll do."

Azam's wife, Chandrashekhar son among SP RS nominees - Times of India

Lucknow: Senior minister Azam Khan's wife Tazeen Fatima was a surprising inclusion to the Samajwadi Party's list of nominees for the upper house. Among the remaining five, there are four former Lok Sabha MPs who lost this time and national general secretary Ram Gopal Yadav, whose RS terms expires this month. By evening, however, Fatima said that SP chief Mulayam Singh Yadav should select a more competent person than her.

The parliamentary board of the party met on Friday to decide the names after which Ram Gopal released the list to the media, setting wild speculations about the candidates to the rest. Apart from Ram Gopal and Fatima, other candidates are Ravi Prakash Verma (Kheri), Neeraj Shekhar (Ballia), Javed Ali Khan (Sambhal) and Chandrapal Singh (Jhansi). Given SP's strength in assembly all are certain to win.

In a small twist in the tale later, Fatima, while profusely thanking the SP chief for his 'generosity', said that she would be happy if "someone more deserving" was nominated to the Rajya Sabha in her place. Though both Fatima and Azam Khan remained unavailable for comment, Khan's office said Fatima, a former professor of political science at Badaun University, had written to SP chief Yadav saying she was grateful for the faith he had placed in her.

She said: "Mere sthan par yadi koi haqdar chhoot raha hai to use mauka dene ki kripa karein. Mujhe tatha mere pariwar ko netaji ka nirnay saharsh qabool hoga." (If there is a more deserving candidate who has been overlooked in my favour, (s)he may be nominated in my place. However, Netaji's final decision is this regard will be acceptable to my family and me.)

Political observers saw Fatima's announcement as an effort by the Rampur family to distance itself from accusation of furthering dynastic politics. By taking the high moral ground against her nomination and appearing to turn down the offer, Fatima sent out the message that she was opposed to dynastic politics. However, by leaving the final decision in Mulayam's hand, she's also left enough elbow room for her eventual, and nearly certain entry, into the house of elders. Earlier also she turned down an offer to be chairperson of the UP Higher Education Service Commission.

Apart from Fatima's candidature, the SP leadership also decided to send only party loyalists to the upper house. Neeraj Shekhar, the son of former prime minister Chandra Shekhar, who is also Ballia MLA was nominated for the RS. The party also nominated Javed Ali Khan, who contested the Lok Sabha poll from Sambhal and Ravi Prakash Verma, the three-time MP from Kheri who has been losing the seat for the past two times. The other nominee was Chandrapal Yadav, who won from Jhansi in 2004 but lost the seat Pradeep Aditya Jain in 2009 and Uma Bharati in 2014.

SP to contest 50

seats in Jharkhand

The Samajwadi Party parliamentary board decided on Friday to contest a maximum of 50 assembly seats in the upcoming Jharkhand assembly elections. The party also decided against entering into a pre-poll alliance with the Janata Dal (United) to contest the assembly polls. A total of 81 assembly seats in Jharkhand go to polls in November. Senior leaders in the party hinted, however, that relations with the JD(U) remain cordial and that a post-poll alliance cannot be ruled out.

A death buries Bhopal answers - Calcutta Telegraph

Warren Anderson

Bhopal, Oct. 31: Bhopal gas victims today took in the news of Warren Anderson’s death in a mood of sombre reflection punctuated by the occasional angry outburst, regretting that the “world’s worst corporate criminal died unshackled”.

The former Union Carbide chief executive, seen as the villain of the 1984 Bhopal gas disaster and who lived quietly in America repeatedly switching homes to avoid subpoenas, died in Florida on September 29, aged 92.

His death was not announced by his family but was confirmed from public records by The New York Times. The almost unnoticed event took to the grave one of the last — if not the last — protagonists who could have provided answers to the abiding mystery over who facilitated his escape from India.

The controversy had sucked in Prime Ministers, a chief minister and a US President. None of them — Rajiv Gandhi, P.V. Narasimha Rao, Arjun Singh or Ronald Reagan — is alive now.

In an inexplicable twist of history, the delayed news of Anderson’s passing reached the country on the 30th death anniversary of Indira Gandhi and compelled it to pause and reflect on 1984. It was the year India lost its innocence when Operation Bluestar was launched, Indira Gandhi was assassinated, thousands of Sikhs were massacred and the Bhopal disaster struck.

Three decades on, Rashida Bee, 62, who lost six family members to cancer blamed on the gas leak, could not resist spitting on a poster showing Anderson’s face and captioned: “Murderer of Bhopal”.

“He should have been jailed for the rest of his life but didn’t spend a day behind bars,” rued the joint recipient of the 2004 Goldman Environmental Prize, often dubbed the “Green Nobel”, which honours grassroots environmentalists.

Her fellow survivors and activists waved posters and shouted slogans outside the now abandoned Union Carbide factory, an old and tired routine suddenly injected with fresh poignancy.

Campaigner Abdul Jabbar said he harboured no hatred for Anderson. “He was a foreigner, devoid of emotion, and made full use of legal loopholes,” he said. “I hold Arjun Singh, Rajiv Gandhi and other key players responsible. Even the judiciary’s role has been questionable.”

The gas leak from the factory on December 2-3 night, 1984, is estimated to have killed between 3,700 (official figure) and 25,000 people (activists’ estimate) and poisoned half a million. Its long-term effects — soil and water pollution; cancer and diseases of the lung, liver and kidney; birth deformities — continue to torment and kill today.

In 1989, Union Carbide paid the Centre $470 million in an out-of-court settlement — a sum deemed pitiful by the survivors who blame the judiciary for letting it happen.

Nor had the government been able to bring Anderson back, with Washington rejecting the first extradition request of 1992 while the second, moved in 2011, was pending when he died.

“With the support of the United States government, he escaped extradition,” The New York Times reported.

Balkrishna Namdeo of the Bhopal Gas Peedit Nirashrit Pension Bhogi Sangharsh Morcha said: “There was no attempt by the Indian government to expedite the extradition.”

Safreen Khan, a 22-year-old, said: “Since our childhood we have been looking at Anderson’s face as the face of evil. Now we can only hope for justice from God.”

But if the victims’ sufferings have gradually faded from public interest, the conspiracy theories and political secrecy surrounding Anderson’s dramatic arrival and lightning escape from India still continue to create ripples.

Anderson had landed in Bhopal via Delhi four days after the gas leak and was arrested immediately. But he was let off within hours, apparently after a senior government leader in Delhi called up then chief minister Arjun Singh.

Till his death in 2011, Arjun refused to name the caller while milking the mystery to build up interest after being sidelined from power. Speculation swirled around the roles of Rao and then Prime Minister Rajiv.

Captain D.C. Sondhi, one of the pilots who had flown Anderson out of Bhopal in a state aircraft after his release, recently told The Telegraph: “The buzz among bureaucrats was that US President Ronald Reagan had spoken to someone important in India to get Anderson out quickly.”

Sondhi had described how Anderson had made his escape from Indian law in a hail of salutes from senior Bhopal police officers who repeatedly offered to carry the American’s hand luggage as they escorted him to the plane.

“Memories of that scene still make me angry,” Sondhi had said. “Here was a man responsible for the death of thousands, and our government officials were saluting him!”

Some commentators in the West had viewed the events through a different prism. Anderson was highly praised by sections of the western media for his courage in going to Bhopal four days after the accident. But they noted that he never returned to face trial.

It was also suggested that Union Carbide had to find a balance between “the instincts of human compassion, the demands of public relations and the dictates of corporate survival”. But “the Indian public, cheered on by politicians and the news media, never stopped urging the prosecution of Anderson”, The New York Times pointed out.

Anderson wore a mask during his six-hour stay in Bhopal, appeared casual and showed “signs of arrogance”, remembers then Bhopal collector Moti Singh.

Arjun has claimed in his autobiography that when he broached the subject of Anderson’s possible arrest with Rajiv during a tour of Bhopal hospitals a day before the American’s arrival, the then Prime Minister had kept mum. “At one of the hospitals that we visited, Rajiv took me aside to brief me. It was something rather confidential, which, naturally, I could not have shared with anyone,” he wrote.

“Everyone later wanted to know, ‘What did he say? What was it all about? What were his instructions or his brief?’ Well, even today I cannot reveal what he told me. It is a state secret that I shall carry to my grave.”

Anderson also appears to have done so, unless an authorised book surfaces. Even then, none of the principal players — except those who continue to suffer — from that day’s dramatic events is alive now to authoritatively confirm or dispute any account.

Mahindra net dips by 4% to Rs 947 crore - Times of India

MUMBAI: Auto major Mahindra & Mahindra on Friday reported a 4.33% decline in standalone net income at Rs 947 crore in the three months to September due to poor sales following a weak monsoon in some parts of the country. On a standalone basis, net sales stood at Rs 9,418.10 crore, up 6.84% from Rs 8,814.33 crore earlier.

Executive director & president for automotive and farm equipment sectors Pawan Goenka said the tractors sector is unlikely to meet the earlier forecast of 5 per cent growth in the fiscal and the company will soon revise the estimates.

"We said last quarter that at the end of the festive season, we will take a call again, we had talked about a growth of 5-10% with bias towards 5%. At the end of first half, there is a small degrowth in tractor sales, so it is very unlikely to see a growth of 5%, but we will take a fresh call soon," he said, talking to reporters.

He also negated the possibility of the four-wheeler segment logging 10% growth in FY15.

Fadnavis sworn in as Maha CM; Thackeray present after last-minute negotiations - Economic Times

MUMBAI: Devendra Fadnavis was sworn in as Maharashtra's first BJP chief minister at a plush ceremony on Friday with Prime Minister Narendra Modi and party chief Amit Shah in attendance along with Shiv Sena's Uddhav Thackeray who made it to Wankhede Stadium after some last-minute negotiations with the estranged ally.

Fadnavis, 44, took the oath of office along with eight cabinet ministers and two ministers of state, and party leaders indicated the government could soon be joined by Sena which may get 10 ministerial berths.

Thackeray — whose 63 MLAs could be crucial for BJP that's 24 seats short of a simple majority — had decided to skip the function on account of "constant humiliation" by BJP over government formation. The Sena chief seems to have changed his mind after personal calls from Union minister Arun Jaitley and Amit Shah. The new cabinet includes state BJP leaders Eknath Khadse, Vinod Tawde, Sudhir Mungantiwar and Pankaja Munde, all of whom were tipped to be in the race for CM's post.

By evening, Fadnavis took charge at the Mantralaya and told media that his first decision was to implement a 'Right to Service' to ensure all essential services were delivered to citizens in a timebound manner. ET had reported on Monday that a 'Right to Service' provision would be Fadnavis' first priority if he becomes CM.

Thackeray and Shah were seen conversing at the venue, and the Sena chief also exchanged pleasantries with Modi, whom his party had attacked during the campaign, even terming central leaders of BJP 'Afzal Khan's army'. Sena's overtures after the polls had been outmanoeuvred by Sharad Pawar's NCP, which had offered unconditional support for any BJP government. But political observers said BJP, which was well aware of the risks of running a minority government by taking the support of NCP, decided to climb down and brought a sulking Sena on board on Friday.

Sena had decided on Thursday that none of its leaders would be present at the swearing-in after BJP refused to accede to its demand that two of its MLAs also be sworn in.

On Friday afternoon, Shah and Jaitley both spoke to Uddhav on phone requesting him to attend the swearing-in and promising that Sena would get a better deal if it is part of the BJP government. For good measure, Fadnavis also called up Uddhav, requesting him to attend the ceremony. BJP said Sena will be given around 10 ministerial berths and may get at least two plum cabinet posts.

"Sena is always a trusted ally, it is better we take their support and make them part of the government rather than take the support of NCP from outside. Besides stability, we also have to think of the long term as there will be a question of credibility down the line if we rely on NCP," said a BJP leader.

Talks between Sena and BJP will begin immediately and the latter believes Sena would be a part of the BJP government before November 10, when the first day of the special assembly session begins during which the government would have to prove its majority.

One pilot dead as Virgin Galactic spaceship crashes during test flight - Telegraph.co.uk

The crash could deliver a crippling blow to the space tourism business of the British entrepreneur.

More than 700 customers, including a host of celebrities such as Leonardo DiCaprio, Russell Brand, Katy Perry and the scientist Stephen Hawking have so far put down their deposits on a $250,000 ticket for a two-and-a-half hour voyage that will feature about six minutes of weightlessness just outside the atmosphere, about 60 miles above the Earth.

Sir Richard has long said that he intended to be on the first passenger trip into space and he recently gave next March as the deadline for that flight.

One witness, an aerospace blogger named Doug Messier tweeting under the name @spacecom said: "The ship broke apart and started coming down in pieces over the desert ... We started seeing clouds of dirt where pieces of the ship came down. One after another. At least three."

"We drove to one of the debris sites. Debris from the ship was scattered all over the road."

“Saw one of crash sites. Body still in seat.

This is the latest setback for the Virgin Galactic project, which has been dogged by delays with the prospect of taking passengers into space receding into the distance.

The test flight was being conducted by Virgin Galactic’s partner, Scaled Composites. The WhiteKnight Two mother craft took off with the spaceship attached and reached a height of about 50,000 feet after 45 minutes, as scheduled.

The spaceship was then released from the mother ship and the pilots fired up the engines to begin the test. The rockets lit up initially, but then stopped after just a few seconds, according to witnesses on the ground.

The motors restarted but the craft exploded almost immediately, sending pieces of the rocket scattering across a huge debris field.

Space Ship Two was tracked on Flightradar24 (@flightradar24/twitter)

Photographer Ken Brown, who was covering the test flight, told NBC News that he saw a midflight explosion and later came upon SpaceShipTwo debris scattered the desert.

Virgin Galactic restarted the test flight programme after engineers switched the plane's fuel mixture from a rubber-based compound to a plastic-based mix in hopes that the new formulation would boost the hybrid rocket engine's performance.

The accident is the second this week for a commercial space company. On Tuesday, an unmanned Orbital Sciences Antares rocket exploded 15 seconds after lift-off from Wallops Island, Virginia, destroying a cargo ship bound for the International Space Station.

SpaceShipTwo, a six-passenger, two-pilot spacecraft, was aiming to make the world's first commercial suborbital space flights.

Sir Richard Branson rejected claims by critics after the latest delay in lift-off that his Virgin Galactic commercial spaceship business will never make it off the ground in an interview with the Telegraph last month.

“I’ve joked that this really is rocket science and it’s proven much more difficult than we had ever expected,” he said.

“The fact is that mother ship is working great, the spaceport in New Mexico looks great, but the thing that has held us up is the rockets for the spaceship.

“We have faced a lot of criticism for being late, but we cannot rush these things and we are building a business that is offering return tickets,” he said, putting the emphasis on the word “return”.

“We have to feel completely confident about sending people into space. We’re going to take them up and bring them back.”

NBC News, which was covering the test, reported: “The latest test got off to a slow start. SpaceShipTwo spent more than three hours on the Mojave runway, slung beneath its WhiteKnightTwo mother ship, while the ground team assessed whether the weather was right for flight. The go-ahead was finally given for take-off at 9:19am Pacific Time.”

The disaster was the second fatal accident for Virgin Galactic. In July 2007 the rocket’s commercial propulsion system exploded killing three workers at the commercial spaceport in the Mojave desert.

It is all a far cry from 2003 when, convinced there was a market for space tourism, Sir Richard Branson registered the name Virgin Galactic in 2003.

While some questioned the viability of the scheme, he was bullish about the project.

“We hope to create thousands of astronauts over the next few years and bring alive their dream of seeing the majestic beauty of our planet from above, the stars in all their glory and the amazing sensation of weightlessness,” he said in September 2004.

Chit fund scam: BJD MLA Tripathy held - Indian Express

Former BJD chief whip and party MLA Pravat Tripathy was arrested by the CBI on Friday in connection with the multi-crore chit fund scam on charges of hatching a criminal conspiracy with ponzi firm Artha Tatwa.

Tripathy, grilled in the case for the fifth time on Friday, was arrested by the agency soon after the interrogation. He is likely to be produced in a CBI court on Saturday.

Soon after his arrest, BJD chief Naveen Patnaik suspended him from the party.

Tripathy became the 14th person to be arrested by CBI in the chit fund scam. Others who have been arrested include former advocate general Ashok Mohanty and Mumbai-based model Preeti Bhatia.

On October 20, the Orissa High Court had rejected Tripathy’s anticipatory bail application after the CBI argued that granting him bail would harm the case as the money trail had yet to be established. CBI sources said he played a crucial role in the scam.

Tripathy, during his tenure as president of Orissa State Cooperative Union, a government-sponsored apex cooperative society, had recommended Artha Tatwa’s chief Pradeep Sethy’ for the award of “Best Youth Cooperator” in 2010. Sethy won the award within a fortnight of him starting the Artha Tatwa Multipurpose Cooperative Society. The award helped him collect money from investors in rural and urban Orissa. Sethy has now been in jail for more than a year.

Following Tripathy’s arrest, a few more leaders may face the heat. BJD MP Ramchandra Hansda, ex-BJD MLA Subarna Nayak and ex-BJP MLA Hitesh Bagarti were interrogated earlier this week for the the second time in Nabadiganta chit fund scam. The three were directors of the firm.

Warren Anderson dead: Bhopal activists rue that he didn't face a trial - Firstpost

New Delhi: Rights activists on Friday said it was a pity that then Union Carbide chief Warren Anderson died without facing trial for the 1984 Bhopal gas disaster that killed thousands.

Activists who spoke to IANS on telephone from Bhopal also denounced the Indian and US governments for not taking steps that would have led to his arrest and extradition to India.

Anderson, 92, died 29 September in Florida in the US. His death was not announced by the family but confirmed from public records, The New York Times reported.

A Carbide pesticide plant in Bhopal spewed poisonous gas on the night of Dec 2-3, 1984 killing about 3,000 people instantly and thousands more over the years, making it the world's worst industrial disaster.

"It is a matter of great shame that this corporate criminal has died unshackled because of the protection offered by the US government and the negligence of the Indian government," Satinath Sarangi of the Bhopal Group for Information and Action told IANS.

An arrest warrant was issued for Anderson, and a Bhopal court declared him an absconder.

Sarangi, a metallurgical engineer turned activist who has been in Bhopal since the disaster, said Anderson deserved to face charges of homicide and grievous assault that would have sent him to prison for life.

"Unfortunately that did not happen," he said.

"But we believe that the circumstance of his death and the fact that the death had to be kept a secret will be some kind of a lesson for corporate criminals who put profit before life."

Another activist, Abdul Jabbar, said Anderson was very much to blame for the Bhopal tragedy and that is why the Central Bureau of Investigation named him the no. 1 accused.

"A Bhopal judge issued a warrant for his arrest in March 1992. But just imagine, after so many years this was never executed and Anderson remained a free man.

"This is not a small matter," Jabbar told IANS. "Indian governments kept promising that they were doing everything to bring him to India for trial. But nothing happened."

In 1989, Union Carbide paid $470 million to the Indian government to settle litigation stemming from the disaster. The settlement was denounced by rights activists as peanuts considering the tragedy.

The Indian government later paid Rs.8 lakh to the kin of each person who died.

Jabbar said Anderson's death should be a relief to the Indian authorities.

"They don't have to say any more they are chasing him."

He hit out at both the US and Indian administrations for not being serious about proceeding legally against Anderson.

"Indian governments indirectly supported Anderson. The Anderson saga has sent out a very bad message. That multinationals can get away with murder.

"The American hypocrisy has been exposed. Their concept of justice is skewed. If they want, they can kill Osama bin Laden in another country. If they want, they can let Anderson remain in their own territory despite an arrest warrant."

Sarangi and Jabbar put the number of deaths caused by the Bhopal disaster at between 25,000 and 35,000.

"Today there are 120,000-150,000 people with chronic illnesses caused by the gas leak," Sarangi said.

"Tens of thousands of second generation children suffer from growth and development disorders. And an unusually large number of children also have birth defects in Bhopal."
