There were reports of theft and burglary from various parts of Srinagar after people left their houses unlocked owing to the devastating floods. Thieves were seen taking away household goods like LCD TVs and furniture pieces from the deserted houses.
"The Deputy commissioners have been asked to ensure relief to deserving people at first instance and not to delay in documentation process, which could follow," Omar told reporters at Srinagar airport. "Three senior officers have been deputed in North, South and Central Kashmir to monitor relief and Rehabilitation measures. About 137 relief camps have been set up so far providing relief to one lakh flood victims," he added.
A compensation of Rs 3.50 lakh would be given next of kin of those dead, he said, out of which Rs 2 lakh has already been announced by Prime Minister besides Rs 75,000 as initial installment for house repair.
Omar said housing loans would be made liberal so that the people are able to rebuild their houses. "Insurance camps shall be set up for the affected people to make claim easily accessible and ensure that flood disaster is covered in all insurance policies," he said. "Flood management team of hydrologists have been requested to be sent to formulate long-term strategy for handling floods," he added.
Six J&K ministers have left for New Delhi to brief the PM about the flood situation and present a memorandum to him. About Rs 2,200 crore flood management plan has been forwarded to the Centre for approval. He informed that breaches have also been plugged at most of the sites with sand bags etc.
Medicines are being brought in to minimize the spread of epidemic, he said. "Two heavy duty dewatering pumps along with operators are being pressed into service besides eight mobile water purification plants along with their operators would also be available to public," Omar added. Haj flights which were postponed till September 20 shall resume.
