The PM Narendra Modi-led BJP government's decision to transfer Finance Secretary Arvind Mayaram to the tourism department has once again brought the limelight on the issue of nexus that develops between the legislature and the bureaucracy.


Here are high profile movements in bureaucracy after NDA government came to power:

The perceived demotion of Arvind Mayaram from the high profile finance ministry is being seen a direct result of the bureaucrat's proximity to the previous Congress-led United Progressive Alliance (UPA). But large-scale transfers of top bureaucrats after the change of government also raises the issue of giving fixed tenure to officials at the highest level so that their commitment to governance and development is not lost whenever there is a change of government.


In the bureaucratic reshuffle announced on Thursday, while Mayaram has been replaced by Rajasthan chief secretary Rajiv Mehrishi, in another significant transfer, water resources secretary Alok Rawat. has been moved to department of administrative reforms. Rawat's transfer comes unexpectedly as he was handling a position that was considered important in the scheme of things of the BJP led government.


The changes in the high profile finance ministry is the second such movement there under Prime Minister Narendra Modi�s administration. In June, the government had moved out revenue secretary Rajiv Takru to ministry for development of North Eastern region. Both Mayaram and Takru were appointed by the UPA government.


Earlier, the Modi government replaced Neelam Kapoor from the position of Principal Director General of Media and Communication to the government of India with Frank Noronha. Kapoor has been shunted out as DG Field Publicity.


In other changes announced on Thursday, Anuj Kumar Bishnoi, additional secretary in the ministry of defence, has been made secretary of water resources and river development and also the newly created Ganga rejuvenation department, an ambitious plan to clean river Ganga � one of Modi�s priorities. Bishnoi is a 1981 batch Uttar Pradesh cadre IAS officer.


Vinod Agarwal, advisor to the inter-state council in the home ministry, has been shifted as secretary national commission for Scheduled Castes.


Its not that such high profile movements are happening only in the BJP led government. Even during previous UPA government's finance
