Parsekar was administered the oath of office and secrecy by state governor Mridula Sinha.
Earlier, Laxmikant Parsekar was unanimously elected the leader of the BJP legislature party in Goa.
Announcing the decision at the end of a series of meetings with the MLAs and the contenders, central emissary Rajiv Pratap Rudy said that Parsekar's name as the leader of the party's legislature wing, was decided "unanimously".
He said that the chief minister Manohar Parrikar proposed the name of Parsekar and it was seconded by deputy chief minister Francis D'Souza who was also a contender for the top.
Parsekar, a teacher by profession, succeeds Parrikar who stepped down as he will be inducted in the Union Cabinet tomorrow.
Parsekar's name was finalized after two days of hectic deliberations which also saw rebellion by a section of the BJP legislators.
Speaker of the Goa legislative assembly Rajendra Arlekar was the other contender in the race.
Parsekar had the backing of Parrikar and organising secretary Satish Dhond.
Earlier in the day, Manohar Parrikar, who is tipped to be inducted in the Union Cabinet which will be expanded on Sunday, resigned as Goa chief minister.
