Transporters lobby behind Ahok Khemka transfer? - Times of India

NEW DELHI: Haryana IAS officer Ashok Khemka's latest transfer has raised questions whether the Haryana government gave in to the strong transporters lobby and people in the business of transporting mining material in certain parts of the state.

TOI has learnt that Khemka had pushed for total enforcement of the law against truckers carrying mining material in certain parts of the state. The overloading in most cases is almost two times more than the permitted limit. "Since he took over, he initiated several new measures to ensure that law of the land is enforced across the state without any concessions. He seems to have paid the price for that," said a source in the Haryana government.


Though the government claimed this transfer as a regular affair, his shift to the low profile archaeology and museums department has surprised many since Haryana has only a couple of archeological sites and there is not much work in this department.


Even activists on the transport and road safety related issues have ridiculed the Haryana government's move. "He single handedly fought against the strong transporters lobby who have been violating laws across the country. He announced crackdown on the illegal over-dimensional vehicles, which are risk for other road users. But the lobby managed to get one year's extension. The transport department under his leadership recently warned against the usage of private vehicles for commercial purpose, which is a menace in almost all states," said S P Singh of IFTRT, a think tank on transport issues.


Khemka as the transport commissioner had asked the department officials to stop issuing fitness certificates to over-sized trucks and trailers for carrying automobiles, which led to a truckers' strike in January. Later, a compromise was worked out with the government giving one year's relaxation. The decision was taken when Khemka was on leave and principal secretary to chief minister, Sanjeev Kaushal had played crucial role to find a way out.
