An investigation was started into the cause of the fire, which broke out at about 0200 local time (2200GMT Friday) in the 79-storey Torch tower at the northeastern end of the densely populated district.
"There were some things which went wrong, for example people are claiming that the alarm went off more than half an hour late, probably one hour late even," said Nivedan Rathi.
Another resident decided to stay with friends rather than return to his apartment.
"I made my decision to take all my stuff and then once we are told we are safe, I will just come back," said Sebastian.
Civil defence officials, who spoke on condition of anonymity, said there were no reports of deaths or injuries.
The management company in charge of the building, Emrill, has provided 70 mattresses for residents with no place to stay.
High winds and blowing sand were hampering clean-up efforts in the area.
